在(zai)當(dang)前(qian)(qian)經濟面臨下(xia)行(xing)壓力(li)的大背景下(xia),推進(jin)新(xin)型城(cheng)鎮(zhen)(zhen)化(hua)對于我國轉變(bian)經濟發展方(fang)式(shi)具有重要意義。積(ji)極穩妥推進(jin)城(cheng)鎮(zhen)(zhen)化(hua),最重要的是提高城(cheng)鎮(zhen)(zhen)化(hua)質(zhi)量,促進(jin)城(cheng)鎮(zhen)(zhen)化(hua)轉型升級(ji)。當(dang)前(qian)(qian)應繼續依靠改革(ge)創(chuang)新(xin)推動城(cheng)鎮(zhen)(zhen)化(hua)轉型升級(ji),特別是合理確定城(cheng)鎮(zhen)(zhen)化(hua)方(fang)針和推進(jin)城(cheng)鎮(zhen)(zhen)化(hua)體制(zhi)機制(zhi)改革(ge)創(chuang)新(xin)。

我國的(de)(de)城(cheng)(cheng)(cheng)(cheng)鎮(zhen)化(hua)之路(lu)(lu)已經走過了30余(yu)年,經歷了從支(zhi)持小(xiao)城(cheng)(cheng)(cheng)(cheng)鎮(zhen)到(dao)重(zhong)點發(fa)(fa)(fa)(fa)展大城(cheng)(cheng)(cheng)(cheng)市,再到(dao)大中小(xiao)城(cheng)(cheng)(cheng)(cheng)市和(he)小(xiao)城(cheng)(cheng)(cheng)(cheng)鎮(zhen)協調(diao)發(fa)(fa)(fa)(fa)展的(de)(de)路(lu)(lu)徑,多次(ci)為(wei)經濟(ji)增長提(ti)供(gong)動力。而在30% 至70%的(de)(de)城(cheng)(cheng)(cheng)(cheng)鎮(zhen)化(hua)加速(su)階段(duan)和(he)工業化(hua)后(hou)(hou)期(qi)階段(duan),在52.57%的(de)(de)城(cheng)(cheng)(cheng)(cheng)鎮(zhen)化(hua)率這個數字背后(hou)(hou),我國城(cheng)(cheng)(cheng)(cheng)鎮(zhen)化(hua)發(fa)(fa)(fa)(fa)展表現出的(de)(de)現狀、特點與挑戰都(dou)很突出。以物為(wei)主的(de)(de)導向造 成土地的(de)(de)城(cheng)(cheng)(cheng)(cheng)鎮(zhen)化(hua)快(kuai)于(yu)人的(de)(de)城(cheng)(cheng)(cheng)(cheng)鎮(zhen)化(hua),而人的(de)(de)城(cheng)(cheng)(cheng)(cheng)鎮(zhen)化(hua)同時(shi)也滯后(hou)(hou)于(yu)工業化(hua)水平,滯后(hou)(hou)于(yu)經濟(ji)發(fa)(fa)(fa)(fa)展水平。城(cheng)(cheng)(cheng)(cheng)鎮(zhen)化(hua)“跑偏(pian)”帶來(lai)的(de)(de)問題也在逐漸凸顯;圈地賣錢、拆除舊建 筑、無約束(shu)擴大城(cheng)(cheng)(cheng)(cheng)市面積(ji)、大搞工業等,一系列短視的(de)(de)行為(wei),使(shi)得“大城(cheng)(cheng)(cheng)(cheng)市病”突發(fa)(fa)(fa)(fa),并引發(fa)(fa)(fa)(fa)了城(cheng)(cheng)(cheng)(cheng)市盲目擴張(zhang)、布局不合理、投資過熱、債務負擔加重(zhong),以及環境資 源受到(dao)破壞等負面效應。

如(ru)(ru)何提升發(fa)(fa)展質量(liang),走(zou)好新(xin)型(xing)(xing)城(cheng)鎮(zhen)(zhen)(zhen)化(hua)(hua)(hua)道路(lu)?當前(qian)(qian),土(tu)地城(cheng)鎮(zhen)(zhen)(zhen)化(hua)(hua)(hua)超前(qian)(qian)于人口城(cheng)鎮(zhen)(zhen)(zhen)化(hua)(hua)(hua)積累起來的(de)問題(ti)和(he)矛(mao)盾如(ru)(ru)果不(bu)認真解(jie)決,就(jiu)(jiu)會(hui)產(chan)生(sheng)城(cheng)鎮(zhen)(zhen)(zhen)化(hua)(hua)(hua)方向走(zou)偏的(de)風(feng)(feng)險(xian)(xian)。首先是脫 離信(xin)息(xi)化(hua)(hua)(hua)、工(gong)(gong)業(ye)(ye)化(hua)(hua)(hua)驅(qu)動的(de)風(feng)(feng)險(xian)(xian)。當前(qian)(qian),信(xin)息(xi)化(hua)(hua)(hua)和(he)信(xin)息(xi)產(chan)業(ye)(ye)爆發(fa)(fa)式(shi)增長(chang)(chang)正(zheng)在引發(fa)(fa)第三次(ci)產(chan)業(ye)(ye)革(ge)命,現代(dai)城(cheng)鎮(zhen)(zhen)(zhen)化(hua)(hua)(hua)必須依(yi)靠(kao)信(xin)息(xi)化(hua)(hua)(hua)、工(gong)(gong)業(ye)(ye)化(hua)(hua)(hua)驅(qu)動。如(ru)(ru)果依(yi)靠(kao)征地賣(mai)地支撐(cheng)城(cheng) 鎮(zhen)(zhen)(zhen)化(hua)(hua)(hua),憑借大(da)片廉價土(tu)地吸引投資(zi)和(he)勞動力,重投入(ru)、輕產(chan)出,重速度(du)、輕效益,就(jiu)(jiu)會(hui)陷(xian)入(ru)脫離信(xin)息(xi)化(hua)(hua)(hua)、工(gong)(gong)業(ye)(ye)化(hua)(hua)(hua)驅(qu)動和(he)滋生(sheng)城(cheng)市(shi)經濟泡沫的(de)風(feng)(feng)險(xian)(xian)。其次(ci)是脫離以城(cheng)帶 鄉(xiang)、統(tong)籌城(cheng)鄉(xiang)發(fa)(fa)展的(de)風(feng)(feng)險(xian)(xian)。如(ru)(ru)果失地農民不(bu)能(neng)得到(dao)應(ying)有的(de)補償,一些人斷了務農的(de)路(lu)又不(bu)能(neng)成(cheng)為真正(zheng)的(de)市(shi)民,就(jiu)(jiu)業(ye)(ye)和(he)收入(ru)不(bu)穩定,就(jiu)(jiu)會(hui)增加(jia)落入(ru)拉(la)美“城(cheng)市(shi)化(hua)(hua)(hua)陷(xian)阱” 的(de)風(feng)(feng)險(xian)(xian)。還(huan)應(ying)看到(dao),如(ru)(ru)果長(chang)(chang)期推行政(zheng)府主導(dao)型(xing)(xing)城(cheng)鎮(zhen)(zhen)(zhen)化(hua)(hua)(hua),將(jiang)土(tu)地財政(zheng)用過了頭,就(jiu)(jiu)有可(ke)能(neng)累積地方債務風(feng)(feng)險(xian)(xian),給改(gai)革(ge)發(fa)(fa)展帶來一些隱(yin)患。因(yin)此,當務之急是以改(gai)革(ge)創新(xin) 推進城(cheng)鎮(zhen)(zhen)(zhen)化(hua)(hua)(hua)轉(zhuan)型(xing)(xing)升級。

推(tui)(tui)進(jin)城鎮(zhen)(zhen)化轉(zhuan)型(xing)(xing)升級(ji)(ji),需(xu)(xu)(xu)(xu)要(yao)改革(ge)(ge)政(zheng)(zheng)府(fu)主導(dao)型(xing)(xing)機(ji)制,特別(bie)是改革(ge)(ge)地方政(zheng)(zheng)府(fu)土(tu)地財(cai)政(zheng)(zheng)機(ji)制。一(yi)是應(ying)(ying)進(jin)一(yi)步推(tui)(tui)進(jin)財(cai)稅體制和各級(ji)(ji)政(zheng)(zheng)府(fu)公(gong)(gong)共(gong)(gong)服(fu)務(wu)事(shi)(shi)權改革(ge)(ge),認真(zhen)研究中央和地 方間的(de)(de)財(cai)力(li)事(shi)(shi)權關系(xi),以財(cai)力(li)定事(shi)(shi)權,完善轉(zhuan)移支(zhi)付制度,健全(quan)公(gong)(gong)共(gong)(gong)財(cai)政(zheng)(zheng)體系(xi),構建地方稅體系(xi),促進(jin)形(xing)成有利于經濟結(jie)構優(you)化、城鎮(zhen)(zhen)化健康發(fa)(fa)(fa)(fa)展的(de)(de)稅收制度。二(er)是 政(zheng)(zheng)府(fu)對城鎮(zhen)(zhen)建設(she)的(de)(de)投(tou)資主要(yao)是引導(dao)性(xing)的(de)(de),還需(xu)(xu)(xu)(xu)要(yao)發(fa)(fa)(fa)(fa)動(dong)社會各方面的(de)(de)力(li)量(liang)。發(fa)(fa)(fa)(fa)展農村(cun)城鎮(zhen)(zhen),需(xu)(xu)(xu)(xu)要(yao)民間投(tou)資,但政(zheng)(zheng)府(fu)的(de)(de)引導(dao)性(xing)投(tou)資是不可(ke)或缺的(de)(de)。應(ying)(ying)把基(ji)礎(chu)(chu)設(she)施(shi)(shi)建設(she)和社 會事(shi)(shi)業發(fa)(fa)(fa)(fa)展的(de)(de)重點(dian)放在(zai)農村(cun)城鎮(zhen)(zhen)。政(zheng)(zheng)府(fu)按(an)照規劃(hua)在(zai)城鎮(zhen)(zhen)進(jin)行基(ji)礎(chu)(chu)設(she)施(shi)(shi)、公(gong)(gong)共(gong)(gong)設(she)施(shi)(shi)建設(she),并給農村(cun)集中供(gong)(gong)水、供(gong)(gong)電(dian)(dian)、供(gong)(gong)氣,通(tong)(tong)路、通(tong)(tong)電(dian)(dian)話、通(tong)(tong)電(dian)(dian)視、通(tong)(tong)網絡,建生活(huo)污 水處理設(she)施(shi)(shi),辦學校、辦醫院(yuan)。三是需(xu)(xu)(xu)(xu)要(yao)創新體制機(ji)制。首先,過去(qu)的(de)(de)城鎮(zhen)(zhen)化重點(dian)是城市(shi)(shi)(shi)面積擴(kuo)大和人(ren)口比(bi)例(li)增(zeng)加(jia),而新階段城鎮(zhen)(zhen)化的(de)(de)重點(dian)應(ying)(ying)是城市(shi)(shi)(shi)要(yao)素出城進(jin)入城 鎮(zhen)(zhen),包(bao)括產業和人(ren)口向城鎮(zhen)(zhen)分流。這是與市(shi)(shi)(shi)場調(diao)節的(de)(de)方向相(xiang)背(bei)的(de)(de),需(xu)(xu)(xu)(xu)要(yao)政(zheng)(zheng)府(fu)的(de)(de)積極引導(dao)。其次,目前農村(cun)城鎮(zhen)(zhen)與大城市(shi)(shi)(shi)經濟社會發(fa)(fa)(fa)(fa)展水平和市(shi)(shi)(shi)場化水平的(de)(de)差距十(shi)分明 顯,如(ru)果(guo)任憑(ping)市(shi)(shi)(shi)場調(diao)節,在(zai)優(you)勝劣汰機(ji)制的(de)(de)作(zuo)用(yong)下,農村(cun)城鎮(zhen)(zhen)不但沒(mei)有能(neng)力(li)吸引城市(shi)(shi)(shi)發(fa)(fa)(fa)(fa)展要(yao)素,自(zi)身的(de)(de)發(fa)(fa)(fa)(fa)展要(yao)素還可(ke)能(neng)被(bei)城市(shi)(shi)(shi)吸走,因而需(xu)(xu)(xu)(xu)要(yao)政(zheng)(zheng)府(fu)發(fa)(fa)(fa)(fa)揮積極引導(dao)作(zuo) 用(yong)。

推(tui)(tui)進城(cheng)(cheng)鎮(zhen)(zhen)化(hua)轉型升(sheng)級,需要進一步(bu)推(tui)(tui)進基(ji)(ji)本(ben)公(gong)共(gong)(gong)(gong)服(fu)(fu)務(wu)城(cheng)(cheng)鄉均(jun)等化(hua)。這方面(mian)的(de)(de)主體是政(zheng)(zheng)(zheng)府(fu),首先(xian)由于歷史(shi)和經(jing)濟(ji)的(de)(de)原(yuan)因,優質的(de)(de)公(gong)共(gong)(gong)(gong)設施和公(gong)共(gong)(gong)(gong)服(fu)(fu)務(wu)資(zi)源特別是優質的(de)(de) 教育(yu)和醫療資(zi)源基(ji)(ji)本(ben)上集中(zhong)在(zai)城(cheng)(cheng)市,這就(jiu)造成(cheng)城(cheng)(cheng)鄉享(xiang)用優質公(gong)共(gong)(gong)(gong)服(fu)(fu)務(wu)資(zi)源的(de)(de)巨大差距。推(tui)(tui)進城(cheng)(cheng)鎮(zhen)(zhen)化(hua),應擴(kuo)大基(ji)(ji)本(ben)公(gong)共(gong)(gong)(gong)產(chan)(chan)品(pin)在(zai)農(nong)村的(de)(de)覆蓋(gai)面(mian),同(tong)時逐步(bu)把優質的(de)(de)教育(yu)、 醫療等基(ji)(ji)本(ben)公(gong)共(gong)(gong)(gong)服(fu)(fu)務(wu)資(zi)源安排到城(cheng)(cheng)鎮(zhen)(zhen),使農(nong)民在(zai)當地(di)(di)城(cheng)(cheng)鎮(zhen)(zhen)就(jiu)可以就(jiu)近享(xiang)受城(cheng)(cheng)鎮(zhen)(zhen)化(hua)的(de)(de)成(cheng)果。其(qi)次,基(ji)(ji)本(ben)公(gong)共(gong)(gong)(gong)服(fu)(fu)務(wu)能(neng)(neng)否實現均(jun)等化(hua)實際上同(tong)地(di)(di)方政(zheng)(zheng)(zheng)府(fu)的(de)(de)財(cai)政(zheng)(zheng)(zheng)能(neng)(neng)力(li)(li)相關,說 到底同(tong)現行的(de)(de)財(cai)政(zheng)(zheng)(zheng)體制相關。目前,不同(tong)地(di)(di)區(qu)的(de)(de)公(gong)共(gong)(gong)(gong)產(chan)(chan)品(pin)供(gong)給能(neng)(neng)力(li)(li)取決(jue)于當地(di)(di)的(de)(de)經(jing)濟(ji)發展水(shui)平,經(jing)濟(ji)發展水(shui)平越(yue)高,地(di)(di)方財(cai)力(li)(li)越(yue)強,公(gong)共(gong)(gong)(gong)產(chan)(chan)品(pin)的(de)(de)供(gong)給能(neng)(neng)力(li)(li)就(jiu)越(yue)強。顯 然,要實現基(ji)(ji)本(ben)公(gong)共(gong)(gong)(gong)服(fu)(fu)務(wu)城(cheng)(cheng)鄉均(jun)等化(hua),就(jiu)要將其(qi)同(tong)各地(di)(di)經(jing)濟(ji)發展水(shui)平脫鉤。政(zheng)(zheng)(zheng)府(fu)需要對基(ji)(ji)本(ben)公(gong)共(gong)(gong)(gong)服(fu)(fu)務(wu)供(gong)給進行城(cheng)(cheng)鄉統籌(chou)協調。

推(tui)進城(cheng)(cheng)(cheng)鎮(zhen)(zhen)化(hua)(hua)轉(zhuan)型升級還需(xu)要(yao)(yao)(yao)規(gui)劃(hua)(hua)先行(xing)。目前,城(cheng)(cheng)(cheng)鎮(zhen)(zhen)實(shi)際上是涉及縣城(cheng)(cheng)(cheng)、中(zhong)心城(cheng)(cheng)(cheng)鎮(zhen)(zhen)、小(xiao)城(cheng)(cheng)(cheng)鎮(zhen)(zhen)和(he)新(xin)(xin)農(nong)村的結(jie)構(gou)。分散的城(cheng)(cheng)(cheng)鎮(zhen)(zhen)區位形不(bu)成(cheng)集(ji)聚效應,達不(bu)到規(gui)模經(jing)(jing)濟。新(xin)(xin)階(jie) 段(duan)(duan)推(tui)進城(cheng)(cheng)(cheng)鎮(zhen)(zhen)化(hua)(hua)需(xu)要(yao)(yao)(yao)政(zheng)(zheng)府(fu)科(ke)學規(gui)劃(hua)(hua)、統籌安排,做到規(gui)劃(hua)(hua)先行(xing)。應科(ke)學合理地規(gui)劃(hua)(hua)大中(zhong)小(xiao)城(cheng)(cheng)(cheng)市和(he)小(xiao)城(cheng)(cheng)(cheng)鎮(zhen)(zhen)的布(bu)局和(he)功(gong)能(neng),實(shi)現城(cheng)(cheng)(cheng)市和(he)城(cheng)(cheng)(cheng)鎮(zhen)(zhen)規(gui)劃(hua)(hua)一體化(hua)(hua)。除了功(gong)能(neng)規(gui)劃(hua)(hua),還 應重視空間規(gui)劃(hua)(hua),突(tu)出城(cheng)(cheng)(cheng)鎮(zhen)(zhen)發(fa)展的集(ji)中(zhong)、集(ji)約和(he)生態要(yao)(yao)(yao)求。與此同時,推(tui)進城(cheng)(cheng)(cheng)鎮(zhen)(zhen)化(hua)(hua)必須(xu)從我國(guo)基本國(guo)情出發(fa),遵循(xun)規(gui)律,按規(gui)律辦(ban)事(shi),使城(cheng)(cheng)(cheng)鎮(zhen)(zhen)化(hua)(hua)成(cheng)為(wei)一個順勢而為(wei)、 水到渠(qu)成(cheng)、符合經(jing)(jing)濟發(fa)展階(jie)段(duan)(duan)要(yao)(yao)(yao)求的過(guo)程(cheng)(cheng)。各級政(zheng)(zheng)府(fu)在確定(ding)城(cheng)(cheng)(cheng)鎮(zhen)(zhen)化(hua)(hua)目標時須(xu)遵循(xun)實(shi)事(shi)求是、切實(shi)可行(xing)的思維,不(bu)能(neng)靠行(xing)政(zheng)(zheng)命令、政(zheng)(zheng)績考核(he)的辦(ban)法,以(yi)避免拔(ba)苗助(zhu)長式(shi) 的城(cheng)(cheng)(cheng)鎮(zhen)(zhen)化(hua)(hua)政(zheng)(zheng)績工程(cheng)(cheng)或形象工程(cheng)(cheng)。總之,推(tui)進城(cheng)(cheng)(cheng)鎮(zhen)(zhen)化(hua)(hua)既要(yao)(yao)(yao)積(ji)極(ji),又要(yao)(yao)(yao)穩妥,更要(yao)(yao)(yao)扎實(shi),方向要(yao)(yao)(yao)明、步子要(yao)(yao)(yao)穩、措施要(yao)(yao)(yao)實(shi),不(bu)能(neng)指(zhi)望“畢其功(gong)于一役”。
